We are currently seeking a Project / Program Manager to take a leadership role in support of Battelle’s portfolio of work with the Centers for Medicare & Medicaid Services (CMS) . This position is ideally located in Baltimore, MD, but could also be located in Battelle’s Columbus, OH or Crystal City, VA office.
Battelle’s Public Health Business Line is comprised of a dynamic team of scientists, researchers, project managers, and analysts who are working everyday to solve some of our Federal clients most pressing problems. We are singularly focused on bringing our capabilities and expertise in addressing pressing public/population health issues to bear on helping our clients advance their public health agenda of preventing disease, prolonging life, and promoting health.
This position will serve as a project/program manager for a large, multi-billion-dollar IDIQ. The role will require extensive coordination of a large number of project team members in a matrix organization which may require 1) coordination of geographically dispersed project teams, multiple product lines, and/or subcontractors; 2) Ability to oversee a team managing multiple, large, concurrent task orders and ensure all aspects of each task order are taking place on schedule and within appropriated budget. And 3) Overarching responsibility for project plan development and implementation, management of project cost, schedule and performance, and managing client expectations and leveraging existing client relationships to develop additional business opportunities for Battelle
Ability to develop and maintain strong CMS client relationships
Ability to understand client’s planned procurement needs for proposal response at time of TO RFP release and coordinate capture for strategic TO’s under IDIQ vehicle with Business Development Staff
Collaborates with the Business Development staff to establish overall proposal strategies and differentiate Battelle. Coordinates the selection of proposal team member organizations and the efforts of the proposal.
Maintain IDIQ-level statistics to assist in making strategic TO bid decisions; gain clear understanding of competition on IDIQ vehicle and develop strategies to mitigate competitor risk
Ultimately responsible for quality of product and services, cost control, timeliness and business relations across all active TOs awarded under the IDIQ
Ensure staffing levels are sufficient to allow to successfully perform all required work-scope Ensure there is no duplication of effort between Battelle and CMS staff.
Ensure clear lines of communication are maintained at all times between TO leads, CMS staff and all key stakeholders and subcontractors
Ensure an adequate quality assurance program and process are in place and strictly adhered to for all products and services.
Work with TO leads at time of proposal and after award to define task requirements and identifies all elements of cost, schedule and technical performance. Assist TO lead in developing and/or refining the Work Breakdown Structure to a level sufficient to identify all the work required for task or project completion.
Serve as the point of contact for both scientific staff and clients
Leads and/or contributes to proposal efforts.
Demonstrated working knowledge of contractual issues relative to the task being managed relevant to scope of the work, deliverables required and their scheduling. Has a clear understanding of the challenges and expectations associated with managing a large, highly-visible multiple-award contract vehicle.
Provides expertise in contract negotiation activities and understands contractual issues relative to the project being managed relevant to scope of the work and scheduling and subcontracts.
Prepares and presents presentations to internal management and to external customers.
Maintains knowledge of Project Management best practices. Knows, understands and applies the Battelle SBMS processes and procedures. Implements relevant Quality Systems and applicable industry regulations. Maintains a working knowledge of and ensures compliance with applicable government and industry regulations.
THE FOLLOWING REQUIREMENTS MUST BE MET TO BE CONSIDERED FOR THIS POSITION:
Bachelor’s Degree in a technical or business/management field from an accredited institution. with at least 7-10 years of project management experience.
Demonstrated project management skills with ability to work collaboratively with both internal and external counterparts.
Understanding of government accounting practices, WBS, Gantts, CLINS, etc.
Must be willing to travel to client site on a periodic basis
Must have demonstrated experience managing large, multiple-award type vehicles such as an IDIQ or BPA in the Federal government space
Must be willing to travel between Battelle sites on a periodic basis.
Must have demonstrated experience in managing 20 or more FTEs in support of successful execution of a large-scale, multiple award IDIQ or other Federal contracting mechanism
Must have demonstrated experience managing annual business volumes of $10 to $20 million dollars
Previous demonstrated experience working directly with CMS
THE FOLLOWING IS DESIRED, BUT NOT REQUIRED, TO BE CONSIDERED:
- Project Management Professional (PMP) accreditation, or comparable training in project management.
