We are currently seeking a Senior Program Manage r for the Clean Energy Programs. This position will be located in Morgantown, WV; Pittsburgh, PA or Columbus, OH with travel required within these three states.

Job Summary

Battelle’s Critical Infrastructure Business Line is seeking a Senior Program Manager to lead clean energy transition and climate resilience programs. This position will have business development and program management responsibilities. The business development responsibilities include identifying, qualifying, pursuing, and capturing new business opportunities related to clean energy and climate resilience programs. Program management responsibilities include planning, initiating, executing, controlling, and closing large, client-funded low-carbon energy and climate resilience programs, including large public-private partnership programs.

Manages complex projects and business development efforts in a matrix organization which may require coordination of geographically dispersed project teams, efforts across multiple internal departments, and subcontractors. The role will include developing and implementing capture and program plans, managing internal and external resources, managing project costs, project schedule, and overall performance, and managing stakeholder and client expectations.

Responsibilities

  • Manages overall program cost, schedule and performance for large programs (>$100M). Oversees project change management and control. Establishes project performance metrics that ensure successful completion of the project. Exercises control of project variances using tools such as Earned Value Management. Assesses the project impacts of scope, schedule and budget change requests and takes requisite action. Ensures that the project is maintained within the scope, budget and schedule of the baseline agreement and changes the baseline when appropriate client directed changes are approved.

  • Recruits, selects and negotiates with line management to build project teams. Continuously assesses strength of team and makes changes as required. Structures work of the project team to enable members to effectively use their talents, experiences, and skills to achieve common team goals.

  • Proactively communicates with clients to ensure they are an integral part of the project for clarification of requirements and regular assessment of implementation progress. Builds client relationships to sustain and expand business opportunities. Influences client opinion on future program direction. Stays informed of the customer's business plans and priorities. Identifies high growth/value opportunities for Battelle with the client and develops and executes opportunity capture plans. Positions Battelle to win follow on programs. Provides sales support to the business development function.

  • Provides project management expertise in contract and subcontract negotiation activities. Knowledgeable of contractual issues relative to the project being managed, including both contractual terms with the client and all subcontracts.

  • Prepares and presents presentations to internal management and to external customers to provide reviews and updates on technical aspects, cost, and schedule.

  • Directs project risk planning. Applies processes and procedures to identify, analyze, classify, prioritize and manage program risks to formulate a risk management plan that assigns responsibility, determines approaches and specifies mitigation approaches and contingencies in the risk management process.

Additional Responsibilities

  • Integrates safety policies and regulations into the project plan. Directs the process of early identification, analysis, reduction or elimination of hazards. Directs development of program safety measures and implementation of standard workplace safety practices, to mitigate injuries and foster a healthy work environment for staff.

  • Stays abreast of Project Management best practices. Knows, understands and applies the business management processes and procedures. Implements Project Management best practices and management policies. Understands, embraces and executes relevant Quality Systems and applicable industry regulations. Maintains a thorough understanding of and ensures compliance with applicable government and industry regulations.

  • Manages and oversees project stakeholder engagement activities on programs. In addition to clients and subcontract team members, stakeholders include but are not limited to federal, state and local regulatory bodies, non-governmental organizations (NGOs), community groups, including labor, education, environmental and other entities with vested interest in program activities and outcomes.

  • Collaborates with the Business Development staff to establish overall capture and proposal strategies and themes which clearly differentiates Battelle from competition. Develops and executes capture plans. Develops and executing teaming strategies and establishes teaming agreements with strategic partners, sub-contractors, universities, and other organizations. Leads proposal development efforts to formulate an offering that persuasively presents the project approach that meets the client needs and documents the value created for the client by this approach.

The Following is Required

  • Bachelor’s Degree in a technical or Business/Management field or Engineering and 7 years of experience in risk management of large infrastructure projects in the energy and/or heavy industrial sectors.

  • Prior experience managing programs valued at $100M or larger and over 50 personnel and multiple subcontractors.

  • At least 10 years of experience developing new business, including capture planning and proposal management activities.

  • Strong oral and written communication skills, team oriented, detail oriented, and customer focused.

  • Travel required, up to 50%.

  • Must be U.S. Citizen.

The Following is Preferred

  • Bachelor’s Degree in a technical or Business/Management field or Engineering and 12 years of experience in risk management of large infrastructure projects in the energy and/or heavy industrial sectors.

  • Experience in developing and/or managing complex energy infrastructure programs, including experience managing federally funded programs and/or public-private partnership programs, highly preferred.

  • Technical experience in the development of clean hydrogen production and/or end-use applications, including technology development as well as technoeconomic analysis or environmental lifecycle analysis of hydrogen-based applications, also highly preferred.

  • PMP certification.
