We are looking for a ES&H Program Manager in Orlando, FL.
Accountable for Facility compliance with environmental protection, occupational safety, industrial hygiene and emergency response corporate policies and procedures, as well as applicable regulations and industry standards for a large scientific research and testing facility. Ensures implementing plans and procedures are documented and updated as required. Develops and implements the Facility ES&H strategy. Directs the development and implementation of Facility-specific programs and systems covering environmental protection, occupational safety, industrial hygiene, emergency response, and other aligned functions (e.g., hazardous materials transportation, etc.).
Manages the performance of the Facility ES&H function so it performs in an efficient, effective and compliant manner. Delivers high quality ES&H support to Facility research and facility operations staff and management. Oversees ES&H operations to ensure research and facility projects are conducted in compliance with all applicable regulations, client requirements and Battelle policies and procedures.
Ensures the timely development, implementation and management of environmental permitting, chemical management, and waste management programs.
Ensures the development and management of ES&H plans and verifies the effective implementation of applicable programs. Develops task and job specific hazard analyses to support research and facility projects.
Oversees the development of ES&H education and training programs for staff. Provides guidance and technical support to managers and staff to verify that staff members are qualified to perform assigned work.
Ensures all audits and inspections performed by clients, regulatory agencies and outside auditors and inspectors are managed effectively. Supports line management in the development of corrective actions in timely response to any notices of violations (NOVs) or other findings, tracks corrective action implementation to assure closure of compliance issues, and assures preventive measures are taken to preclude their recurrence. Interfaces with regulatory agencies as necessary.
Reviews or oversees the review of Facility proposals, contracts and projects/programs for ES&H- related risks, and provides input to minimize risk exposure in ES&H areas.
Oversees the review of audits and reports to ensure experimental procedures are being followed. May conduct or oversee the conduct of facility and operational inspections. Reviews written reports to management and study directors/project managers of audits and inspection findings. Follows up to determine if appropriate corrective actions are taken.
Maintains a thorough knowledge of all regulations and Battelle policies. Provides advice and guidance to other groups as requested or required to assure regulatory requirements change management is effectively achieved.
Manages incident reporting process and leads incident causal analysis efforts. Supports effective crisis preparation and advises on matters related to critical operations during emergencies and drills. Oversees Incident Command System and serves as Incident Commander during emergencies and drills
Requires a Bachelor’s degree in Engineering, Environmental Sciences, Industrial Safety, or related field; Master’s degree and relevant professional certification or license is preferred. Must have a minimum of ten years of broad ES&H experience with at least five years of program management experience. Must have excellent oral and written communication skills.
